Permanent residence allows you to move from regular temporary residence renewals to a more stable status. Before applying, check your actual residence history, not just the date of your first card.
In this articleThe general rule considers three years of continuous residence under temporary residence or a single permit. Travel is taken into account: several absences totalling up to ten months, or one absence of up to six months, are permitted. There are special grounds, including for certain categories of children and people of Serbian origin.
After switching to another basis, time spent studying counts at half its duration. Two people with the same first-card date may therefore become eligible for permanent residence on different dates.
The basic set includes a valid identity document, a photograph, proof of funds, insurance, address and grounds, and payment of the required charges. Family cases also require checks of the relationship and the child's documents.
Permanent residence applications are submitted in person to the competent authority for the place of residence. A positive decision is followed by a separate stage for biometrics and issuing the card. Do not combine the application review and document production into a single promised timeframe.
The application must be coordinated with a valid permit. The specific window is calculated from your history and the permit's expiry date; the sixty-day rule should not be interpreted as allowing everyone to apply two months before their three-year anniversary.
Permanent residence and citizenship remain different statuses. A Serbian card does not replace other countries' visas if your nationality requires them. Health insurance and taxes also have their own grounds and rules.
